The telecommunication system on each division is divided into sections. Each section is maintained by SSE(Telecom)/JE(Telecom). Each SSE/JE is responsible to the Sr.DSTE through DSTE/ADSTE for efficient maintenance and correct installation of all telecom equipment under his charge.
03 Duties of Staff

Ascertain causes of failure and take action to prevent recurrence
Carry out new works / alterations under SSE/JE instructions

Periodical tests/measurements โ independently or jointly with BSNL/RailTel
Efficient maintenance of stores and establishment matters
Joint inspections in OFC huts with RCIL staff
EC testing and inspection of S&T cables along the track

04 Hours of Employment Regulation (HOER)
HOER applies to all non-gazetted railway servants including casual labour and substitutes. Staff are classified into 4 categories:

06 Leave Rules
Golden Rule: Leave Cannot Be Claimed as a Right
Leave of any kind may be refused or revoked by competent authority. Maximum leave in any single stretch = 5 years. Employee cannot take up employment during leave.

07 Pass Rules 1986
Pass rules govern the entitlement of railway servants to travel at concessional or free rates. Key definitions: Family = spouse + sons <21 yrs + unmarried daughters of any age + widowed/divorced dependent daughters. Not more than 2 dependents in a pass/PTO (family limit = 5).
